Обсуждается вопрос о целесообразности разграничения понятий «качество управленческих решений» и «эффективность управления». Выделяются существенные показатели качества решений с учетом неоднородности структуры сведений, на основе которых они принимаются. Предложено для оценивания качества решений использовать понятие «ценность сообщений», используемых ЛПР при выборе управляющих воздействий. Отмечено, что остаточная неопределенность относительно состояния объекта управления и лимит времени на принятие решения обусловливают применение критерия минимума эвристик.
Short description:
The issue of the desirability of distinguishing between the concepts of the quality of managerial decisions and the effectiveness of control is discussed. Significant indicators of the quality of decisions are highlighted, taking into account the heterogeneity of the messages structure, on the basis of which they are adopted. It was proposed to use the notion of the value of messages used by decision-makers to assess the quality of decisions when choosing control actions. It was noted that the residual uncertainty about the state of the control object and the time limit for making the decision determine the application of the minimum heuristic criterion.
