The article analyzes the current legislation of the Russian Federation in the field of creation and operation of electronic libraries of Universities. A number of changes in the legislation of the Russian Federation to facilitate the creation and maintenance of electronic libraries of Universities and improving the quality of the educational process are proposed in the article.
