В настоящей статье рассмотрены и проанализированы проблемы, отрицательно влияющие на устойчивость развития административно-территориальных образований. Исследования проведены на примере одной из самых социально значимых отраслей сферы услуг – бытовом обслуживании населения, доля которого в ряде конкретных территорий составляет более 10% от объема предоставляемых платных услуг. К числу проблем отнесены: слабое регулирование деятельности со стороны властей, низкое качество услуг, высокие цены на услуги, отсутствие конкуренции, низкая рентабельность предприятий и др. Отмечается, что одной из важнейших задач, влияющих на доступность и качество предоставляемых услуг, является импортозамещение. В статье предложено в качестве инструментов, обеспечивающих решение проблемы устойчивого развития, применить элементы технического регулирования.
Short description:
In the present article the problems which are negatively influencing stability of development of administrative-territorial educations are considered and analysed. Researches are conducted on the example of one of the most socially signifi cant branches of a services sector – consumer services of the population which share in a number of concrete territories makes more than 10% of volume of the provided paid services. Are carried to number of problems: weak regulation of activity from the authorities, poor quality of services, the high prices of services, lack of the competition, low profitability of the enterprises, etc. It is noted that one of the major tasks infl uencing availability and quality of the provided services is import substitution. In article it is offered to apply elements of technical regulation as the tools providing a solution of the problem of a sustainable development.
