The problem of the functioning of the town-forming enterprises acquired strategic importance not only
for the individual cities and the regions, but also for the economy of Russia as a whole. The steady social
and economic development of monocities depends on many factors. In the article the reasons for crisis situations,
special feature of the business of the town-forming enterprises, possibility of their development, and
infl uence on the economic safety of Russia are examined. The need for the defi nition of the points of increase
both under the conditions of crisis and in the post-crisis development is based
